Published on Wednesday 16th March 2005, the Russell Commission Report sets out a framework to increase the level of community participation by young people across the UK, to the point that volunteering becomes a common feature in their lives.

The report was a result of research across the UK looking at the current levels of involvement by young people in their communities through volunteering.

The final report set out 16 recommendations to developing the framework and encouraging volunteering to become ‘the norm’ amongst young people.

Implementation of the recommendations was then devolved to the four UK countries and in Wales a partnership was formed of key organisations who support the implementation of the framework.
